Our Team - Alper KARAFİL

Alper KARAFİL, LL.B., is a competition and regulatory lawyer with a solid background in law and economics, and hands-on experience across all aspects of competition law and data protection regulations. He has advised national and multinational companies in a broad range of industries, offering tailored legal and economic solutions to complex competition and compliance matters.

Mr. KARAFİL provides legal advisory services on day-to-day competition and regulatory compliance, investigations initiated by the Turkish Competition Authority, merger control proceedings (both domestic and cross-border) as well as exemption applications, and represents clients in judicial review proceedings. He is experienced in devising economics-based defensive strategies and delivering high-quality market and competitive analyses, especially in abuse of dominance cases.

He played a key role in an abuse of dominance investigation involving a major player in the beverage industry, one of the first cases resolved through the commitment procedure, and represented a prominent multinational confectionery manufacturer in an investigation concerning hub-and-spoke and resale price maintenance allegations. He represented a leading refractory materials producer and a company operating in the construction chemicals sector in investigations involving cartel allegations, successfully closing both investigations without any fines imposed on the clients. He also represented an international maritime transportation operator in a preliminary investigation regarding excessive pricing allegations, concluding the process without a full investigation being initiated. Currently, he is representing a major beverage manufacturer in another abuse of dominance investigation and a global payment technology provider in two separate investigations concerning its activities in the scheme services and digital wallet markets.

He also played a central role in numerous merger control proceedings in industries such as ophthalmic lenses and sunglasses, coatings, technology, energy, maritime transportation, logistics, lodging, and pharmaceuticals/health, handling both Phase I and Phase II processes. Mr. KARAFİL represented a global leader in the eyewear industry in a major acquisition involving optical retail operations, and an international shipping and logistics group in a significant acquisition in the logistics sector, both of which were conditionally cleared by the Turkish Competition Authority following the submission of commitments by the undertakings.

In addition, Mr. KARAFİL has advised clients in high-profile appeals against Turkish Competition Authority decisions and assisted in compliance programmes, follow-on damages claims, and data protection matters under Turkish and EU regulations.

Beyond his casework, he contributes to the firm’s business development projects and social responsibility initiatives, including the establishment of the ACTECON Career Workshop for law school students and an internal legal intern training programme, representing the firm in the working group of a trade association and serving as a mentor within the Million Women Mentors programme.

Before joining ACTECON, Mr. KARAFİL worked in the data protection and compliance department of a reputable law firm.
