Seda ELİRİ is a competition and regulatory lawyer advising national and multinational companies on competition law, international trade and regulatory matters. Her practice focuses on investigations initiated by the Turkish Competition Authority (TCA), domestic and cross-border merger control proceedings, foreign direct investment (FDI) matters and trade defence instruments, including anti-dumping investigations conducted by the Turkish Ministry of Trade.
Ms. ELİRİ has been involved in merger control proceedings across a variety of industries, including market research services, shipbuilding and offshore plant production, logistics and transportation. She has contributed to complex domestic and cross-border transactions involving acquisitions, joint ventures and strategic investments, advising clients on merger notification requirements, regulatory assessments and competition law compliance.
In addition to her merger control practice, Ms. ELİRİ has experience in competition law investigations concerning e-commerce markets and alleged discriminatory practices in digital platform services. She advises clients on day-to-day competition law compliance and has been involved in compliance projects for companies operating in the financial technology and e-commerce sectors.
Her practice also encompasses international trade and regulatory matters, particularly the application of trade defence instruments and foreign investment regulations. She has contributed to publications addressing the interaction between competition law and foreign investment regulation, including gun-jumping risks and the regulatory assessment of foreign transactions.
Ms. ELİRİ graduated from Bilkent University Faculty of Law in 2022. She contributed to Foreign Investment Regulation (Lexology, January 2025), alongside Bahadır Balkı and Erdem Aktekin. She also co-authored TCA and Gun-Jumping: Insights into Foreign-to-Foreign Transactions (Lexology, March 2025) and TCA Identified Gun-Jumping During Review of Subsequent Transaction (Broadcom/VMware) (Lexology, June 2025).
