Şamil EMİRHAN is a competition and regulatory lawyer advising national and multinational clients on competition law investigations, domestic and cross-border merger control proceedings, regulatory compliance and judicial review of administrative decisions. His practice also encompasses data protection matters, providing legal advice to local and international clients on compliance with applicable data protection regulations.
Mr. EMİRHAN has been involved in full-fledged investigations initiated by the Turkish Competition Authority (TCA) across a broad range of industries, including FMCG, ready-mix concrete, construction chemicals, household appliances, cosmetics, pharmaceuticals and food products. He assists clients throughout the investigation process, including the preparation of written submissions and defences, the assessment of competition law risks and the development of legal strategies.
He has played a key role in investigations involving a global payment technology company and a leading multinational beverage manufacturer, both of which were concluded through the commitment procedure without the imposition of fines in 2026. His experience also includes advising clients on day-to-day competition law compliance, competition compliance programmes and merger control proceedings across various sectors.
In addition to his competition law practice, Mr. EMİRHAN advises clients on data protection compliance and contributes to the firm's publications on developments in competition law and regulatory enforcement.
Mr. EMİRHAN graduated from Bilkent University Faculty of Law in 2020. He has contributed to the GCR Data & Antitrust Guide (2025) and Lexology Public Competition Enforcement – Türkiye (2025). He also co-authored Intellectual Property and Antitrust (Lexology, 2024 and 2025).
