Celal Duruhan Aydınlı, LL.M., is a competition lawyer specializing in merger control, antitrust investigations, and regulatory compliance across EMEA and other jurisdictions. He advises multinational clients on complex competition matters in sectors including technology, gaming, FMCG, automotive, chemicals, pharmaceuticals, and finance.
He holds an LL.M. in International Business and Economic Law from Georgetown University Law Center, where he served as a Research Assistant focusing on cross-border regulations, emerging technologies, innovation, and AI. He also holds a Bachelor of Laws and a Bachelor of Arts in International Relations from Bahçeşehir University.
Mr. Aydınlı has rejoined ACTECON as a Senior Associate. Previously, he served as a Competition Consultant at the World Bank, assessing competition regulations across EMEA and GCC regions and drafting policy solutions for international competition and innovation frameworks in collaboration with national authorities. Previously, he was a Mid-Level Competition Associate at Baker McKenzie, where he secured multijurisdictional merger clearances for high-profile transactions and represented clients in cartel and abuse of dominance investigations before the Turkish Competition Authority and the European Commission. Earlier in his career at ACTECON, he handled investigations and merger filings, provided data protection advisory, and founded a mobile application on behalf of ACTECON. He has also served as an AI Law Instructor at Bahçeşehir University and has authored publications, delivered conference presentations on digital markets, algorithmic pricing, AI, and competition law.
He is admitted to the Istanbul Bar (2020) and is fluent in English and Turkish, with proficiency in Python.

- Advised on significant Phase I-II transactions in the technology distribution, hygiene and cleaning solutions, automotive, specialty chemicals, and mobile gaming sectors. Proposed structural and behavioral commitments.
- Represented major clients in the Turkish Competition Authority’s renowned retail market investigation.
- Advised on an abuse of dominance investigation concerning app. store restrictions, and investigations involving user data handling on digital platforms and exclusivity provisions.
- Advised in the TCA’s pioneering no-poaching labor market investigation.
- Authored commitment and settlement proposals, administrative appeals, managed antitrust arbitration & litigation cases, and oral hearings.
