Sahin Ardiyok graduated from Turkish Army Academy (Department of Business Administration) in 1991 and Ankara University, Faculty of Law in 1997. In 2000, he completed his MBA program in Ankara University, as well. His thesis titled “National Monopolies and Regulatory Authorities; A Model for Regulatory Agency for Turkey” was published by Turkish Competition Authority awarding its outstanding contribution to the academia.
Mr. Ardiyok, took up office in Turkish Competition Authority as an Assistant Expert in 1999. He was promoted to the position of “Expert on Competition” with his thesis titled “Competition in Telecommunication Local Communication Services” in 2002.
After serving 4 years for Competition Authority, he was send to University of Chicago, The Law School for LL.M. study in 2003. During his term in Chicago, he pursued an independent research with Prof. Richard Posner. In addition, he conducted studies in competition law and regulations under the supervision of Prof. Andrew Rosenfield and Prof. Sam Peltzman. In University of Chicago, well-known with its law and economics discipline, Ardıyok had taken courses on antitrust law, international trade regulations, constitutional law, industrial organizations, administration law and regulatory authorities, business law, economics of regulation, law and economics, telecommunication law, network industries and advanced competition law.
Following his graduation in 2004 he returned to Competition Authority before joining to ACTECON as senior consultant in 2005. Thereafter he enrolled to Istanbul Bar in the same year. Later in his career in ACTECON, he was honored to be partner in 2007.
During his tenure at his government practice, Sahin Ardiyok worked in the major investigations and preliminary investigation cases including telecommunications, media, electric/electronics, and computer industries. He involved in the examination of several important mergers and acquisitions, privatizations, negative clearance and exemption applications. In addition to these, he had a post to the Investigation Commission of Turkish Parliament which was set up to address the problems of the media industry. He also contributed to the project of OECD on regulatory reform in Turkey by drafting the part on the telecommunication industry. Recently, Ardiyok was a member of Competition, and the drafter of Telecommunications commissions of State Planning Organization (DPT) in its project of carving the ninth Development Plan of Turkey.
Mr. Ardiyok provides consultancy services on PPP projects, administrative law, consumer law, competition law, telecommunication, pharmaceutical and energy regulations, competition strategies and anti-dumping matters to mainly multinationals and large Turkish firms, associations and government institutions. His team works frequently with investment banks and law firms for those kind of transactions. Having strong intuition of practicing on both side of the competition and regulation enforcement, he has unparalleled skills in competition law and regulatory activities of state institutions, with more than 12 years of experience. In many times he has taken part in both defense and investigation teams and designed litigation strategies and presented the arguments in the hearings before Turkish Competition Authority. He also involved in numerous cases of competition law and regulation before Administrative Courts and Appeal Courts to support parties.
With his strong reasoning and supports of his colleagues at ACTECON, he drafted and supervises merger notifications with complex economic and legal hurdles. In addition to these services, Mr. Ardiyok and his collogues in ACTECON have designed a unique corporate competition law compliance program which is very welcomed by business environment. Apart from education-based compliance program in the market, ACTECON’s CCP has several comprehensive dimensions for firms to detect their risks and ensure them to frame a corporate strategy which also provides ways to use competition law as leverage. Mr. Ardiyok has led CCPs lasting at least 6 months with many big market players. Based on his experience gained through the cases regarding regulated industries and his academic researches with the supports of pioneers of regulation like Prof. Sam Peltzman and Judge Richard Posner, Mr. Ardiyok provides consultancy services for regulated firms with a strong emphasis on economics and strategy.
In addition to his professional services Mr. Ardiyok pursues academic studies, particularly in law and economics, telecommunications law, competition law, media law, energy law and competition strategies. Sahin Ardiyok gives lectures titled “Telecommunications Law” and “Pharmaceutical Law” in the Masters Degree Program of Istanbul Bilgi University and moreover he teaches courses on “Regulation Economics and the Law” and “Energy Law and Policy” in the Master’s Degree Program of Bilkent University. He has written many articles in English and in Turkish in the fields of his interests. He has been invited to several panels, conferences etc. as a speaker on these matters. He is a member to ICC Competition Commission and joins its activities regularly. He also reports to IBA Competition Policy Newsletter and supports several academic journals as referee. (back)
